Wonderful historic photos of these places. The harbor at Monaco looks different. I only know it from the F1 race there. Wonderful shot of the sailboat tipped over so they can work on the bottom. Love the look of the Lateen sail working boats. To answer your question, Yes, that is a water tower in my picture of the Volga Ag Center. Water is pumped into the tank at the top and being high in the air provides water pressure for the town's water system.

I spent a long time looking at these wonderful photos. I really enjoyed comparing the old Saint-Tropez photo with what it looks like these days on Google maps. No boats, no terrasses or souvenir shops in the old photo but Pierre André de Suffren was watching over the port as his does today.
